Houay Ho Power Company Limited signs Memorandum of Understanding with Government of Lao PDR for Feasibility Study
Vientiane, 26 March 2010- Houay Ho Power Co., Ltd. (HHPC) today signed a Memorandum of Understanding (MOU) with the Government of Lao PDR (GOL) to study the feasibility of a hydro-power plant on Xepian – Houay Soy rivers in the Attapeu province.
The signing took place in Vientiane, in the presence of HE Deputy Minister Thongmy Phomvixay, representing the GOL, Mr. Esa Heiskanen, the Chairman of the Board of HHPC and the CEO of Glow Group; Mr. Yoong Park, the CEO and Managing Director of HHPC, and other executives representing Glow, its partners Electricite Du Laos (EdL) and Hemaraj Land and Development PLC, Government of Laos and French Embassy.
“The signing of this MOU is an important step forward for HHPC, being a pioneer IPP business in Laos, in its aim to grow its business and continue to contribute to the development of Laos and the communities around us”, said Mr. Park.
The MOU provides exclusivity for HHPC to study the feasibility of a hydro-power plant in the lower Xepian river. The feasibility study will cover hydrological, topographical and geological, as well as socio-economical and environmental impact studies. The results of the study, including technical configurations and financial assessment, will be available in 18 months time.
“The initial studies indicate that Xepian – Houay Soy would be a good project, and through this expansion we hope to be able to enhance the use of the existing infrastructure already invested in HHPC. The project would almost double the installed capacity of HHPC and its export of electricity to Thailand. This MOU also demonstrates Glow’s and other shareholders’ commitment to further invest in Laos, thereby bringing significant benefits to Attapeau Province, people of Lao PDR and Thailand. For Glow, corporate citizenship is a core value that we want to put at the heart of this project, so that it will contribute in a responsible way to the development of the Province, and the country in general.” noted Glow’s CEO Mr. Esa Heiskanen.
